RE: Referral Letter for Saez Consulting Engineers Inc.

To Whom It May Concern:

Integrus Architecture has had the pleasure to work with SCE Inc. in the successful completion of Stafford Creek Correctional Center New Furniture Factory in 2011, for the Washington State
Department of Corrections. SCE was the civil engineering consultant and was a very valuable
member of the design team. Due to their site design expertise and their ability to work well with the design team, the Owner, and Grays Harbor County; the site improvements and phasing was executed on schedule and the project realized significant construction cost savings.

SCE was able to look at this 50,000 sq. ft. project development as an integral part of the existing
site conditions and facilities. They were able to re-design an existing water-quality bio-swale into a combination “water-quality flow-control facility” in lieu of having to implement a more costly underground solution adjacent to the new building. Their hydraulic analysis and detailed design was sufficient to justify the validity of the proposed storm water design to the Grays Harbor County permit reviewers. SCE also prepared the site demolition plan, the utility plan, and temporary erosion control plan. This project was a two phase design & construction contract with its respective general contractors adding to the complexity of the construction management. SCE did an exceptional job throughout both the design and construction phases.

As a result of their successful work performed on the Furniture Factory project, the Department of Corrections also retained SCE to complete the schematic design and cost estimate for the 300-Bed Minimum Security Buildings at Stafford Creek Correctional Center.

Integrus has been very pleased with the expertise and collaboration of SCE and intends to work
with them on future projects. SCE is currently on our project team for the Harborview Hall
Deconstruction and Plaza project for the University of Washington.

Please feel free to contact me should you have any questions in regard to our experience with SCE or need any additional referral information. I highly recommend Jaime Saez and Saez Consulting Engineers Inc.

Sincerely,

INTEGRUS ARCHITECTURE, P.S.

This letter is written in recommendation of Saez Consulting Engineers Inc. (SCE) and their professional services. I have had the pleasure to work with SCE as the owner's representative and project manager for the new Marysville Getchell High School in Marysville, WA.

This $92M GCCM project covering a 40 acre site has been under construction for a year and a half and is scheduled for final completion in fall of 2010. With the civil on-site work nearly complete, it is my opinion that SCE's design has effectively and economically responded to the demands of a complicated site and equally complex program. Throughout the construction phase of this project they have quickly responded to, and resolved issues on short notice. They are team players who have established open and effective lines of communication with the owner, design team, governing jurisdiction, and the contractor. The SCE team is professional and conSistently provides a high level of civil engineering service and construction support.

The frontage improvements associated with this project required the re-alignment and widening of a major city arterial. SCE has been instrumental in the execution of this complex portion of the work which also requires relocation of overhead electrical transmission lines, and rerouting of underground utilities by Snohomish County Public Utility District, Puget Sound Energy Gas Infrastructure, Verizon, Comcast, and Blackrock. A development late in the design required a PSE natural gas district regulator to be relocated from a public right of way to an on-site location. SCE assisted in developing options enabling timely and financially advantageous resolution of the issue. The final agreed solution required adjustments to storm drainage, sanitary sewer, lighting and paving which SCE quickly incorporated into the on-site design and submitted to the City of Marysville for their approval.

The frontage improvements portion of the project recently bid under budget with a tight spread between the bidders. This close range can be attributed in part to the level of coordination and quality of the construction documents produced by SCE, and their effective coordination of the prebid activities, as well as prompt creative resolution of utility conflicts ariSing during construction.

I strongly recommend Saez Consulting Engineers Inc for their professionalism and effectiveness as Civil Engineers.

Best Regards,

Jay Garthwaite

It was invaluable having SCE as a resource for the recent work that was completed for West Sound Wildlife Shelter. He and his team were knowledgeable, creative, and they were very timely with their services. Once we had devised a solution for the project site through excellent dialogue with the architect, they produced their documents swiftly, and had them ready for use in an efficient manner.

Thank you Jaime to your office for being a valued member of the team.

John Korsmo Construction recently completed a project at Steilacoom High School consisting of the installation of an artificial turf football field which encompassed all of the associated grading and drainage for the football field and track. During this process we had the pleasure of working with Saez Consulting Engineers.

Throughout the design process all deadlines for production of bid documents were met and all the design issues were dealt with an expedient and professional manner.

During the construction of the facility Saez Consulting dealt with all field issues the same way. They were available for consultation and their input was integral in our meeting the deadlines of this very tight scheduled summer work. They were firm but fair during their site visits and final punchlist walk-through.

I would not hesitate to bring them on board again if given another opportunity to utilize their services.

Thank you,

John MacKenzie

Olympic Associates would like to commend SCE on the quality of service you provide to Olympic for value analysis studies and building condition assessments. You and your consulting engineers play an important role on our teams, contributing civil, architectural and construction logistics knowledge in the analysis of complex issues. The creativity and technical recommendations you offer benefit each project and our clients’ best interests.

Matt Christensen’s architectural contributions to the recent Lake Washington Technical College Allied Health/NEVAC value analysis study are representative of the benefit he has been on numerous studies this year. Likewise, your participation on the Eastlake Elementary School study resulted in improvements to the civil design that increased public safety, improved stormwater management and reduced cost. Your combination of creativity, technical expertise, and readiness to work hard keep you on our preferred consultant list.

Thank you for your continued willingness to juggle schedules on short notice to help staff our studies. We look forward to continuing to work with SCE on upcoming projects. Please pass on our appreciation to your team.

Sincerely,

Leavengood Architects have enjoyed a professional relationship with Sáez Consulting Engineers Inc. (SCE) since early 2006.  We started working with SCE on the Centralia College New Science Center project and have continued working together on the Osterhaus Residence and the Center for Wooden Boats.  We have also joined as a team and have been selected by National Park Service for the 5-year indefinite quantities contract.  We also look forward to working with them again on the Kemp Hall and Student Services Buildings on the Centralia College Campus.

Our experience with SCE on the Centralia College new Science Center has been very positive, this project entailed a 2.5-acre re-development for a new 70,000 SF science building.  The work involved a complex demolition phase, and the implementation of low impact development (LID) design elements that include: rain gardens and impervious concrete pavement for storm drainage flow control and water quality measures.  This project is located in the flood plain of China Creek, which required the relocation of an existing sanitary main line under the proposed building.  SCE's approach in their LID drainage design and their general knowledge of sound engineering practices contributed significant construction savings in contrast with the cost of more off-the-shelf design approaches.

SCE’s bigger-picture, positive team attitude, attention to detail, quality of deliverables, schedule observance; and client-oriented service makes them our preferred civil engineers.

SCE consistently offers excellent value in design delivered by knowledgeable principals and experienced staff.  They are timely, personable, and responsive in providing valuable input to the design team, always keeping the client's benefits in mind.

SCE continues to serve as our primary source for civil engineering services and so it is my pleasure to recommend SCE with our highest regard.

Huitt-Zollars has been retained by the Skyway Water & Sewer District as District Consulting Engineer for more than fifteen years. As such we have been responsible for reviewing proposed development plans for water and sewer system extensions.

We were introduced to your company following a change of design engineers for the proposed 10 building, 209 unit Cambridge Villa multi-family development. The project is located in the Skyway area of unincorporated King County. The development's water and sewer plans had been approved by the District prior to your participation in the project.

Saez Engineers was hired by the developer to provide a value engineering review of the utility systems. Your company has been instrumental in providing creative thinking to reconfigure significant portions of the sewer system, which was acceptable to Skyway Water & Sewer District (the ultimate utility owner), and will also likely save significant construction costs for the developer.

From the initial meeting with you, it was apparent that Skyway Water & Sewer's standards, requirements, and goals were understood. Your company was able to employ engineering principles and ability to effectively coordinate solutions acceptable to both the District and the developer.

Your company's reworking the sewer system design, and your ability to understand and effectively respond to review comments allowed an effective and efficient review of the proposed plan revisions, and were a welcomed asset from a plan reviewer's perspective.

We look forward to an opportunity to work with you again.

Sincerely Yours,

The Marysville School District is currently using SCE Engineers on our new high school project, Marysville Getchell High School. It is a 192,000 sq. ft. building on a 43 acre very challenging site.

The project is into its seventh month of a planned twenty four month construction schedule. Substantial site work that SCE designed has been accomplished successfully. SCE has worked hard on a design that has made the most out of a very steep, wet site. Minimal changes have occurred to date with 95% of the site improvements installed.

In addition we have worked with Matt Christensen, an Architect on their staff. Matt was the key person in successfully completing our most recent elementary school project. The school was completed in September 2008, a year early and under budget.

We have had good cooperation and communication with both Jaime Saez and Matt Christensen on our projects.

In addition to the work at our High School, we are also working with SCE on the road frontage extension for the project. That work is scheduled for summer 2009.

Please do not hesitate to contact me for any questions regarding my recommendation of Saez Consulting Engineers, Inc.

Sincerely,

John Bingham

I am writing this letter as a recommendation for Jaime Saez of Saez Consulting Engineers Inc. Jaime was the Civil Engineer for a development project on South 268th Street in Kent, WA. This project presented many challenges and time constraints, to which Jaime responded flawlessly. His attention to detail, hard work and dependability created a professional work environment and contributed to an early completion date. I am looking forward to working with Jaime in the near future and give him my highest recommendation.

SCE was great to work with.  They were knowledgeable in products and industry trends, and helped us incorporate a site-specific drainage solution that was both functional and economical.  On top of that, they were personable and service-oriented.  It would be a pleasure to work with them again.

The Steilacoom Historical School District No. 1 recently completed its $2.1 million dollar Steilacoom High School Sports Complex Improvement project. The project scope consisted of a complete replacement of a natural grass to synthetic turf football/soccer field, new field storm water drainage system and civil site improvements. The project delivery method was via a change order to the GC/CM contractor. The project was completed in less than 6 months time from the time of notice to proceed with design services to substantial completion on September 23, 2009. The change order was also negotiated under the District’s design and construction estimate.

Saez Consulting Engineers was a vital team member role in the initial site investigative and subsequent design and periodic construction verification services.

As the District’s project manager, I could rely on Jaime Saez and Matt Christensen to provide professional and responsive technical support, advice and delivery of well coordinated civil drawings.

When construction issues of differing site conditions arose, SCE was timely with onsite observations, field coordination, drawings and construction inspection documentation. They completed the civil as builts and record drawings in a very timely matter after substantial completion.

SCE possesses the recent, relevant and professional qualifications for your project. I highly recommend them as your civil engineer of record for the Peninsula College Athletic Field Renovation project.

Very truly yours,

As we near reaching our final approvals at Canyon River Ranch, I wanted to send you a note of appreciation for your hard work and attention to detail in managing the engineering for the project. Situated in an environmentally sensitive area, subject to multiple agency reviews, and involving a large complex design team required a special effort to complete the work. Moreover, the County's (multiple) staff changes added further requirements in managing the approvals. Throughout the process, you did an outstanding job of representing our interests and managing the team to ensure a cost-effective design and efficient program.

Thank you again for working with us. We appreciate your strong efforts and the personal relationships you've established with the entire team.
