SCE has recently completed several topographical, property line, short plats, boundary line adjustments, and construction surveys that demonstrate our ability to provide COBI with a professional topographical mapping and ROW surveys for Wyatt Way and Madison Ave. and to satisfy the requirements of this RFQ. Grow Community Phase 2
Bainbridge Island Kitsap Co. WA
Jaime as principal of SCE is managing the Condo plat documents and construction surveying for the multi-family development in the urban core of Winslow Bainbridge Island. Jaime’s firm was hired by PHC Construction and ASANI LLC development to take over the platting and construction surveying in 2014. The project is approximately 40% complete and full occupancy is expected in early 2017.
Bainbridge Landing Development
Bainbridge Island, Kitsap Co. WA
Jaime is the lead civil engineer and survey manager for this 5 acre 180 multi-family development that includes 16 townhomes, 8 live-work units and 110 apartment units. Jaime managed the initial feasibility study for Olympic Property Group of Poulsbo WA which included a topographical and property line survey, a utility study and a storm-drainage assessment. The project now is in the permit phase and Jaime’s firm is the civil and surveyor of record on the project. Jaime was able to identify in the feasibility study that project did not have issues with sewer, water, fire availability, and that the storm-drainage discharge from the site will not require flow control. Jaime over time has developed a trusting relationship with the city staff and understands the city code.
Sound Transit Northlink N125
UW to Northgate, Seattle WA
SCE is assisting Sound Transit with its Northgate Link Extension project, which will connect the Northgate, Roosevelt and U District neighborhoods to downtown Seattle and the airport. Fast, reliable service will provide relief to one of the region’s most congested traffic areas.
SR 99 Tunnel Scan
SCE was responsible for performing a laser scan of the Seattle SR 99 tunnel to map the levels of displacement across its surface. A three-dimensional image was constructed of the tunnel’s interior, providing high-precision data on the topography of the tunnel’s lining. The data was used to assess the correctness of the tunnel’s center line, as well as evaluate the form of the lining itself.

SCE provided property line survey and horizontal and vertical control as well as implemented the entire 3 dimensional manual-deformation monitoring program. The project construction was performed by Frank Coluccio Construction utilizing “SPILES” excavation method for this 20 foot diameter creek fish passage improvement that replaces an existing 48 – RCP under the Tacoma-Bremerton-Bangor Railroad. SCE was required to provide monitoring data on a daily basis during the tunneling work to be included with the geo-technical instrumentation reporting by Shannon and Wilson Inc. Deformation and settlement was detected early on during excavation and SCE followed the specifications and reporting protocol to transmit the information as soon as it was QAQC back to the contractor and Owner (US Navy). Our surveying crew SCE also monitored the extensometers elevations. Using our experience with other projects SCE tailored the deformation reporting methodology to suit the client and other consultants in the team.
